
Rebecca Fish
Founder
Rebecca Fish is the President of Hart Ledge Consulting. She has over 25 years of experience in strategy, marketing, communications, and policy roles in the public and private sector.
Rebecca has worked for Fortune 500 vaccine/pharmaceutical manufacturers, including Merck and GlaxoSmithKline. She also has worked at smaller biotechnology firms. In these organizations, Rebecca has held a variety of senior policy and commercial positions including Vice President of Marketing; Vice President of Global Public Health Policy; Executive Director of Vaccine, Antibiotic, and Biodefense Policy; and National Account Executive. She has worked closely with organizations including the Centers for Disease Control, the World Health Organization, the Biotechnology Innovation Organization, the Department of Defense, BARDA, retail and chain pharmacies, wholesalers, and private insurers. Rebecca has led development of the marketing and policy functions in companies with over $1 billion in annual sales.
While Rebecca has worked in a variety of private sector roles, she also has spent significant time employed in the public sector. Rebecca served as the Senior Policy Advisor to The Deputy Assistant Secretary of Health (National Vaccine Office) within the U.S. Department of Health and Human Services. She led the development of the U.S. National Adult Immunization Plan and all research related to financing and procurement of vaccines. She also worked within the Centers for Medicare and Medicaid Services (CMS) developing new strategies for drug reimbursement and leading national provide education programs. Rebecca developed the concept of "widely available market price" (WAMP) as a novel method of reimbursement and developed a series of recommendations for HHS around how to implement competitive bidding demonstration projects.
Rebecca also has experience in the not-for-profit sector. She created a childhood water safety campaign to reduce drowning fatalities in the state of Virginia. This pediatrician-based program was endorsed by the Virginia American Academy of Pediatrics, the INOVA hospital system, and formally recognized by the Governor of Virginia.
Rebecca received her M.B.A. from Duke University's Fuqua School of Business and served as a member of the Fuqua Health Care Advisory Board. She graduated with a High Honors degree in Psychobiology (Neuroscience) from Mount Holyoke College. Rebecca was a Fellow in the Emerging Leaders in Biosecurity program through the Johns Hopkins Center for Health Security.
She has published on a variety of topics including pandemic preparedness, global health security, vaccine policy, public-private sector collaboration, the public health emergency medical countermeasures enterprise (PHEMCE), and the Affordable Care Act.
